Development and Reform Commission Announces "Intelligent Automotive Innovation and Development Strategy" (Draft for Soliciting Opinions)

On January 5, the National Development and Reform Commission announced on its website the “Intelligent Automobile Innovation Development Strategy” (Draft for Soliciting Opinions), and stated that in order to accelerate the innovation and development of smart cars and strengthen top-level design and strategic planning, the National Development and Reform Commission organizes research and drafting. The "Intelligent Automobile Innovation and Development Strategy" is open to all sectors of society to solicit opinions. The time for requesting comments is January 5th - January 20th.

The automobile industry is an important strategic and pillared industry for the national economy and is closely related to people’s lives. At present, a new round of scientific and technological revolutions and industrial reforms are booming. Smart cars have become a strategic direction for the development of the automotive industry.

The "Smart Car Innovation and Development Strategy" (Draft for Soliciting Opinions) first defines the vision for the development of the smart car industry.

By 2020, the framework of technological innovation, industrial ecology, road network facilities, regulatory standards, product supervision, and information security system framework for China's standard smart cars will basically come into being. Mid-to-high-level smart cars have achieved market application, and demonstration operations in key regions have achieved results. The development of intelligent road traffic system has made positive progress. The coverage rate of LTE-V2X for large cities and expressways has reached 90%, and Beidou's high-precision space-time service has achieved full coverage.

By 2025, the technological innovation, industrial ecology, road network facilities, regulatory standards, product supervision, and information security system of China's standard smart cars will be fully formed. The new car is basically intelligent, and high-level smart cars are used in large-scale applications. “Human-vehicle-road-cloud” achieves a high degree of synergy. A new generation of automotive wireless communication network (5G-V2X) basically meets the development needs of smart vehicles.

By 2035, China’s standard smart cars are world-renowned, and they will be the first to build a smart car powerhouse and share the “safe, efficient, green, and civilized” smart car society.

From the "three steps" of smart car development strategy, we can see that the development path of China's smart car industry is clear and the development goals are exciting. In the process of developing from a large automobile country to a powerful automobile country, the development of smart cars is the only way to go. It is also a good opportunity for the automobile industry to overtake and take over the commanding heights of advanced technologies.

As pointed out in the Exposure Draft, the development of smart cars has important strategic significance for China. At the same time, in terms of institutional mechanisms, automotive industry, infrastructure, and development space, China also has a strategic advantage in the development of smart cars.

What deserves special attention is that the “Intelligent Automotive Innovation and Development Strategy” (draft for soliciting opinions) proposes “six constructions” in its strategic tasks: building an autonomous and controllable smart car technology innovation system; and building a cross-border fusion smart car. Industrial ecological system; construct advanced and complete smart car road network facilities system; build a system of complete smart car regulations and standards; establish a scientific and standardized smart car product supervision system; and build a comprehensive and efficient smart car information security system.

Overall planning and coordinated promotion will inevitably have a very positive effect on the promotion of the entire industry. Taking technology innovation as an example, industrial change first comes from technological innovation, and the establishment of an independent innovation system means the common development in breaking key core technologies, perfecting test and evaluation technologies, and conducting demonstration operation verification.

Before, China lacked the relevant laws and regulations of smart cars. The draft of the consultation also explicitly pointed out that the construction of a comprehensive system of smart car regulations and standards. The issuance of relevant laws will also allow related companies to have roadside and on-street operations.

Under the comprehensive guidance of the policy, under the overall plan of the government, we will build a smart car industry development system and take the lead in building a strong automobile country to take one step closer to us.
