The government work report this year also proposed to open the field of new energy vehicles. At the two sessions this year, the development of new energy vehicles continues to be a hot spot in the automotive industry. In response, Zeng Qinghong said: “When China removes fuel vehicles, it must be combined with actual decisions. The rapid development of the automobile industry has occurred in the recent decade, and it is not easy to complete the transformation and upgrading at once. It is also not realistic. In addition, we must consider our own The energy structure is where the electricity comes from.At present, there are still many problems to be solved in the development of new energy vehicles, such as charging pile layout, battery technology, recycling, and cost.In the light of these circumstances, my suggestion is to take a step-by-step approach. It is hoped that hybrid vehicles, plug-in hybrid vehicles, and pure electric vehicles can coexist, which is more in line with China's energy structure and actual conditions."

Zeng Qinghong brought forward a "Proposal Concerning the Improvement of Related Policies for the Development of New Energy Vehicle Industry". He proposed the formulation of the New Energy Vehicle Industry Promotion Law; optimized implementation of policy planning, safety management, standardization construction, and technical cooperation to break the bottleneck of the power battery technology. Strengthen the construction of charging facilities, promote the upgrading of the power grid, encourage innovation of business models such as network sharing, break through the bottlenecks of supporting construction, give preferential rights to new energy vehicles, and enhance the consumer experience and social acceptance of new energy vehicles.

This year's government work report puts forward that accelerating the construction of innovative countries and in-depth implementation of innovation-driven development strategies have an important guiding role for the development of the automotive industry. Zeng Qinghong said that China’s auto industry is still growing. Last year, the nation’s auto sales were 28.8 million, an increase of about 3%. This year I predict that it will achieve about 5% growth. In the process of development, the transformation and upgrading of the automotive industry is very clear. The rigid demand for new energy vehicles, networked vehicles and smart cars will increase significantly. The GAC Group is adapting to the development of the new era. The new energy project with a total investment of 45 billion will be completed this year. It will produce intelligent gridlink cars and plans to produce 400,000 vehicles. The first phase of 200,000 vehicles will be put into operation this year.

Zeng Qinghong introduced that in the aspect of autonomous driving, the Autonomous Vehicle of the GAC Research Institute won the second place in a competition attended by 29 companies last year, and the first place was the cooperation vehicles of GAC and Xi'an Jiaotong University. However, due to the fact that autopilot still involves many regulatory and safety issues, such as the fact that the test road sections are still relatively closed, how to identify the responsibility for traffic accidents, and these require the support of the national policy level.

In response to this situation, Zeng Qinghong submitted the "Suggestion on Accelerating Self-driving Car Legislation to Promote Legal Road Testing." He proposed to strengthen the legislation related to autonomous vehicles and, on the premise of ensuring safety, accelerate the development of special laws and regulations for autonomous driving tests by authorizing pilots or formulating provisional regulations by the legislature to ensure that relevant tests are “legally on the road”; Discuss new management systems, define the responsibilities of auto-driving car related subjects, and explore the establishment of auto-driving car-specific insurance.

According to the reporter’s understanding, Zeng Qinghong submitted eight proposals this year. In addition to new energy vehicles and autonomous driving, it also includes the “Proposals on Regulating the Judicial Expertise Management and Judicial Discretion of Automobile Products Liability Disputes” and “Promoting the supply of parking resources in urban residential communities.
